Captain Compliance Joins CalPrivacy Executive Director Tom Kemp for Landmark IAPP Discussion on California’s 2027 Privacy Agenda

Nov. 12 web conference connects privacy professionals directly with the leader of California’s privacy agency as businesses prepare for ADMT rules, audits, DROP and expanded opt-out requirements

Sacramento, California, Oct. 08, 2026 (GLOBE NEWSWIRE) -- Captain Compliance today announced that it will host California Privacy Protection Agency Executive Director Tom Kemp in a live IAPP web conference focused on CalPrivacy’s priorities and expectations for 2027.

The event represents a significant collaboration between Captain Compliance, the IAPP and California’s privacy regulator. It will give privacy professionals a rare opportunity to hear directly from the executive leading the agency responsible for implementing and enforcing California’s expanding privacy regime.

Kemp will sit down with Alexander Proctor, Chief Trust and Privacy Officer at Captain Compliance, for a detailed discussion about what organizations should be doing now to prepare for California’s next phase of privacy regulation and enforcement.

The free event, “What CalPrivacy Wants to See in 2027: A Conversation With Executive Director Tom Kemp and Captain Compliance,” will be broadcast Nov. 12, 2026, from 8 to 9 a.m. Pacific time and 11 a.m. to noon Eastern time. Registration is now open: https://iapp.org/resources/article/what-calprivacy-wants-to-see-in-2026-a-conversation-with-executive-director-tom-kemp-and-captain-compliance

“This is exactly the type of relationship Captain Compliance wants to build between regulators and the organizations responsible for putting privacy requirements into practice,” said Richart Ruddie, CEO of Captain Compliance. “Tom Kemp is leading one of the most consequential privacy agencies in the country. Bringing him together with Alex and the IAPP gives businesses a direct view into where CalPrivacy is headed and what the agency expects them to have in place.”

The web conference comes as businesses confront a growing set of California requirements involving automated decision-making technology, cybersecurity audits, privacy risk assessments, universal opt-out signals and data-broker deletion requests.

California’s privacy rules increasingly require more than updated policies and legal analysis. Organizations must determine how their websites, consent systems, data practices, AI tools and internal processes operate in practice—and whether they can produce evidence that those controls work.

“Privacy compliance is becoming much more technical, operational and auditable,” Ruddie said. “That is where Captain Compliance works every day. Our role is to help organizations translate regulatory requirements into controls that can be implemented, tested, monitored and proven by using the enterprise grade privacy software tools we’ve developed to meet these regulatory requirements. This conversation with Tom gives the privacy community an opportunity to connect the agency’s expectations with the work happening inside real businesses.”

A Direct Conversation With CalPrivacy’s Executive Director

Kemp has served as CalPrivacy’s Executive Director since April 2025. Under his leadership, the agency has launched the Delete Request and Opt-out Platform, known as DROP; established an Audits Division; sponsored legislation; and pursued enforcement under the California Consumer Privacy Act and the Delete Act.

Proctor will ask Kemp how these initiatives fit into the agency’s broader direction and what privacy teams should prioritize as they build their 2027 compliance plans.

“California is entering a stage where companies will be judged not only by what their policies say, but by what their systems actually do,” Proctor said. “This will be a practical conversation about applicability, implementation, documentation and enforcement. We want attendees to leave knowing which questions they should be asking inside their own organizations and understanding that tools exist to help meet these requirements.”

Topics Scheduled for Discussion

The conversation will address:

  • Where California’s automated decision-making technology requirements apply
  • What organizations should do before the next ADMT compliance deadlines
  • How businesses should prepare as browsers implement opt-out preference signals under the California Opt Me Out Act
  • What CalPrivacy has learned from the initial months of DROP processing
  • How the agency expects businesses to approach privacy risk assessments
  • What annual cybersecurity audits should include
  • The Expanding Privacy Rights Act, SB 923, and other significant California legislation
  • What recent enforcement actions and agency advisories reveal about CalPrivacy’s expectations
  • Which technical and operational privacy controls should receive priority in 2027

The session is designed for chief privacy officers, privacy counsel, compliance professionals, data governance leaders, technology and engineering teams, cyber insurance professionals, brokers, defense counsel and executives responsible for managing privacy risk.
